Regional referral hospitals (Sungai Kundur, RSK Sitanala and Daya)

The three regional hospitals belong to the central government (Ministry of Health). All of the hospitals are underutilized since the economic crises hit Indonesia 1998. According to the directors the number of patient undergone reconstructive surgeries were decreased contributed most by the decreasing of patient attendance. All of three directors explained that to overcome their under utilized hospitals, they have decided to diversify the hospitals function to cover also for non-leprosy patients at OPD and IPD as well.

The otonomious policy was affected the hospitals in their status i.e become as a self-reliant on the operational of the hospitals financially.

Since the status of the hospital being self-reliant, the patients must pay for medical services. Some poor patients did not afford to pay the health service cost. For these cases the government provides fund from JPS BK (Jaringan Pengaman Sosial Bidang Kesehatan = Social Safety net in the Health Sector) and they can also use the Kartu Sehat (Poverty Card for Health Services). This also contributed to the decreasing of patient attendance in OPD and IPD, because some patients did not like to use the facilities.
